Hi and good morning, in this adobe Photoshop tutorial we will try to make an effect that is used a lot on the internet and you might find a lot of tutorials on how to do the exact same thing, only difference is, I have tried to shorten the process, to only a few easy steps, to make your life a bit easier in Photoshop.
In this Adobe Photoshop tutorial you will see how to make the object out of the frame image effect in just a few easy steps.

First start by loading in the image you want to do this effect with, remember to do it with an image of some big object, as you can see I used a boy playing soccer, with the leg out of the image.
First we will make the frame, so with the rectangle shape tool draw a rectangle on the stage as I did, then in the layers panel right click the layer and choose rasterize layer.

Then with the rectangle selection tool, select inside the rectangle and hit delete, (this is the area of the image we are going to see).

Now we will give the frame a 3d perspective, so go to the top menu edit -> transform -> free transform and drag the corners as I did below. (you might want to hold down ctrl while dragging some corners to do it without snapping).

Now just to make it a bit easier, bring down the frame layers opacity to about 50 percent so we can see the image behind.
Zoom in on the part you want out of the image eg. the leg.

Now with the polygonal lasso tool click and select all the way around the leg part, (crossing over the inside of the frame edge as I did below).

Select the image layer, (the one with the boy) hold down ctrl and hit C to copy the selection. Then hold down ctrl and hit V to paste it to a new layer. drag it above the frame layer.
AND we are done, we only need to delete the outer part of the image, so select the frame layer, then with the magic wand tool click somewhere outside of the frame to select the outside part.
Select the image layer again and hit delete and we should have a finished object out of frame effect. Bring up the opacity of the frame layer again.

OKAY someone asked me also to include the soccer ball part, so I will :-)
I found a good image of a soccer ball, and with the polygonal lasso tool select the outside part and deleted it so I had a soccer ball without a background.
dragged it to the stage

Now the only thing I did was to add a motion blur effect so we will do that.
Make a copy of the ball layer and place it under the original ball layer. then go to filters -> blur -> motion blur and blur it as I did.

AND we are done. Okay the tutorial got a bit longer then I expected, but I thing the result is fine.
