[1] Take a new file of 400 pixels, 400 pixels
of resolution
72 dpi in the RGB mode.
[2] Now go to Filter>Render>Difference Clouds.
[3] And now go to Filter>Distort>Twirl
apply the following
settings.

[5] Then go to Filter>Render>Lighting Effects

settings.

draw
a cirlce as shown below.

the Layer Via Cut.

fill the color black and set

layer as shown image below.
[10] Now press Cnlt+U, to Hue/Saturation
use these settings.
[11] Your image will
be look like this.
[12] Now go to Blending Option and
select the Bevel and Emboss
apply the followings.

and now the important
thing change
the background color white.

copy and change the color.
